The app, creatively named 'Where to Hide', aims to guide people to their nearest shelter during emergencies, a timely initiative given the country's recent focus on civil preparedness.
But here's where it gets controversial: while the app provides a map of designated shelters, it lacks crucial details such as shelter capacity and the nature of the hiding place. Many of the locations appear to be private addresses, raising questions about accessibility and the overall effectiveness of the system.
For instance, when tested, the app only revealed the location of shelters and whether they were accessible around the clock. It failed to provide any information on the type of shelter or its capacity, leaving users with more questions than answers.
And this is the part most people miss: despite initial concerns about a lack of shelters, a government survey found that Poland has the capacity to accommodate nearly 50 million people in publicly available hiding places and temporary shelters, including metro stations and tunnels.
However, the app's functionality is still in development, according to tech news service GeekWeek, so there's hope that these issues will be addressed over time.
The launch of this app is part of a broader effort by the Polish government to strengthen civil defence and protection, inspired by the strategies of Nordic countries. In 2024, a new law was introduced, mandating training for officials and setting new rules for managing protective infrastructure.
Interior Minister Marcin Kierwiński highlighted the government's commitment, stating that 5 billion zloty (€1.19 billion) was allocated for population protection and civil defence in 2025 alone. He added that further audits of shelters are underway to assess investment needs, with the goal of ensuring the entire population feels safe.
